The Climate Governance Commission proposes the establishment of an International Panel on Planetary Boundaries (IPPB), drawing on work undertaken by the Earth Commission.

The IPPB would have a technical function – to integrate information and reporting from
sectoral/technical bodies – and a policy function – to communicate scientific findings and policy
matters to relevant national and international governance bodies, global or regional summits
and conferences, and the general public.

A linked international expert subpanel on Earth System Risks, as a supplementary science-policy mechanism, should provide systematic assessments and on-going monitoring of the status of Earth system vital functions. The enhancement of the global science-policy interface should inform governmental decision-making on an ongoing basis.
