A Second United Nations Charter: Modernizing the UN for a New Generation, published in 2024 is a follow-up to A Second Charter: Imagining a Renewed United Nations, a report published by the Global Governance Forum in 2023.
The 2023 report explores the rationale and concrete proposals for UN Charter reform to make the UN more fit-for-purpose, i.e. better able to effectively address global issues of today and tomorrow. It highlights three key areas where UN reform is necessary: management of the Earth System, collective security and disarmament, and economic and social development.
The 2024 report puts forward a comprehensive draft for a revised UN Charter with explanations of the proposed revisions. It was submitted to UN Member States prior to the UN Summit of the Future for their consideration as they negotiated the PACT for the Future.
The two reports call for a UN Charter Review conference (provided for under Article 109 of the UN Charter) to consider these proposed reforms.
