In 1995 the Canadian Government proposed a ‘Rapid Reaction Capability for the United Nations.’ The principal idea in the proposal was the Vanguard Concept – which would involve the capacity to assembly a multi-national force of up to 5000 personnel in very short time from pre-organized national forces in order to deal with an emergency situation.
This proposal has been further developed by the World Federalist Movement into the concept of a UN Emergency Peace Service, which would involve a standing UN unit of approximately 11,000 personnel already assembled and trained in readiness for an emergency situation.
The proposal has been supported by the Coalition for the UN We Need, which has included it in the list of 33 proposals in the Interim Peoples Pact for the Future – a global civil society advocacy document for the 2024 UN Summit of the Future.
