The Climate Governance Commission, High Level Advisory Board on Effective Multilateralism and World Future Council have made a number of proposals to strengthen UN governance of the Right to a Healthy Environment, in particular implementation of the UN General Assembly Resolution A/Res/300 on The human right to a clean, healthy and sustainable environment.

These include:

  • The Human Rights Council to include in the Universal Periodic Review process a review of the implementation by each State of their obligations to ensure the human right to a clean, healthy and sustainable environment, and in particular their obligations to protect the climate for current and future generations;
  • UN Environment Program and the UN Environment Assembly be provided with a special rapporteur group that would be empowered to both investigate and report publicly on environmental violations, especially those that are potentially violating the right to a healthy, clean, sustainable environment.
